Estekhareh means asking God for the better course when you cannot decide. Prepare your heart, make your intention, then open the Quran.
The verse is drawn at random from the whole Quran. By tradition, a verse of mercy, promise or good news is a sign to go ahead, and a verse of warning or punishment is a sign to hold back. Read it with your intention in mind; for a weighty decision, ask a scholar you trust.
